what is this?

I recently moved in a one bedroom apartment in los angeles, ca and completely boggled. what is this? my first thought was that it had something to do with a lock or blinds for the windows/shades/curtains/blinds. second thought was that it was a kinky toy used for things unimaginable. can you help me?
